China and the United States negotiate to sign a biofuels cooperation agreement

“China and the United States have great common interests in the field of biofuels. China is the third largest producer of biofuels after the United States and Brazil. We all have problems with how to extract biofuels from food alone.” Kasner He said that he has met with Zhang Guobao, deputy director of the National Development and Reform Commission, and discussed a series of issues including clean energy cooperation, oil prices, technological development and global warming.
Kasner said that China has made great progress in clean power generation, introduced a large amount of foreign direct investment in wind energy, and made great progress in solar technology and biofuels. The key question is, “How to make this type of technology more efficient, easier to predict, and lower costs.”
In response to a question from Caijing reporters about the bottlenecks in the development of alternative energy sources such as biofuels and wind energy, Kasner said, “In fact, most alternative energy sources have matured in technology, if there is a policy environment and market standards. In, you can apply these technologies. So this is the first thing we need to do, not just that (alternative energy) is a possibility for the future."
The Caijing reporter asked how the Chinese and American sides discussed the oil price. Kasner said: "We are very concerned about the current unpredictable global oil market, and we agree to get rid of the dependence on fossil fuels."
Regarding the use of food as a raw material for biofuels, it may raise questions about rising food prices. Kasner said that the biofuels agreement negotiated with China will completely adopt "Non-edible food stock". The United States has the most advanced biofuel technology and proposes to establish a large-scale fiber ethanol biorefineries (C el lulosic ethanol biorefineries) by 2012. Kasner said that this is a huge project, not only a breakthrough in biofuels, but also a series of issues such as how to accompany vehicles such as downstream cars. He said that the Bush administration is also pursuing a plan to reduce US dependence on oil by 20% by increasing the utilization of alternative energy sources and by combining technology, policy and commercial markets.
At present, the United States has signed a biofuels cooperation agreement with Brazil and Sweden. "We hope that China will become the next contractor, as well as India." Kasner revealed that there are agreements on herbs, but the details have not been finalized. The agreement is intended to promote the cooperation and promotion of biofuel technology between China and the United States. Once the agreement is signed, China will become the first country in Asia to sign this agreement.
Kasner told Caijing: "I hope that the future trend will be toward multilateralism. Everyone will talk about it and have a world standard."
On March 2, 2007, Brazil, the United States, China, India, South Africa and the European Union announced the establishment of the "International Biofuels Forum" to promote the research and development of alternative energy sources such as international biofuels.
Kasner was appointed Assistant Minister of Energy Efficiency and Renewable Energy in 2005. The visit to China was mainly to strengthen dialogue with the Chinese government on cooperation in the field of clean energy. In addition, he will participate in the China-US Cooperation Forum hosted by McKinsey. â–
