The LED lighting implementation of innovation drive still needs the government to strengthen policy protection

Hundreds of new kinds of lamps and lanterns attract our attention. Have we ever thought about the development potential and bottleneck of the LED industry? These lamps adopting LED as a new light source have the characteristics of low power consumption, long life, environmental protection, eye protection, and sufficient illumination, and are truly “green light sources”. Under the same brightness, the power consumption of semiconductor lamps is only It is one-tenth that of ordinary incandescent lamps, but its lifetime is extended by 100 times.

The advantages of LED lighting are obvious, but in market promotion, companies are experiencing "difficulty." It is understood that some of the national standards for LED lighting have only just been introduced, which has caused many bidders to be reluctant to open their doors to them; at present, there are no authoritative third-party agencies to carry out scientific identification of power consumption. Similar "growth troubles" exist in different degrees in many high-tech enterprises in our province. However, the more "exciting innovation", the more difficult it is to go on the market.

In response to the problems faced by these companies, some experts in our province have called for: In the process of implementing innovation-driven policies, policy protection needs to be further strengthened. Experts suggest that the formulation of policies should not only allow companies to enjoy how much preferential subsidies, but should mainly provide a fertile ground for innovation. It is necessary to support independent innovation like “investment promotion”. “The tax increase is a political achievement, and the tax reduction is also a political achievement.” The key is to see where the reduction is, and the reduction or exemption in technological innovation is a bit better.

It is understood that in recent years, the implementation of the policy of deducting R&D expenses in our province has enabled more than 5,100 companies to honor tax incentives of 10.7 billion yuan, which is supported by companies. However, there are still a considerable number of projects that cannot be implemented. The lack of detailed operations does not lead to the disconnection of departments. Without it, local concerns cannot be implemented. These have great room for improvement.

At the same time, for high-tech products, the government should “take the lead”. Government procurement of independent innovation products is an international practice. The product market share of domestic companies in developed countries remains above 70%, while we only have 20%. Like the United States, when ICs were first introduced in 1960, they were purchased by the government 100%, thus supporting a group of international IT giants such as IBM, Hewlett-Packard and Texas Instruments. The implementation of the government’s “first purchase” policy on important high-tech products is more effective than direct incentives for money.
