3. Bidder qualification requirements

The bid invitation requires the bidder to be an enterprise legal person or other organization legally registered in the territory of the People's Republic of China. It must have the ability to manufacture the corresponding goods, and have the ability to guarantee the delivery of tenders in terms of personnel, equipment, funds, and other aspects.

3.1 Bidders and their bid products must meet the following general qualification requirements:

(1) Must have production sites and production equipment required for the production of tender products, as well as testing capabilities for products, components, components, materials, and accessories.

(2) Design and manufacture of products with the same structure, the same type, the same or more technical specifications as the bid product. Under the same or more strict normative conditions as the specification, the quantity or supply quantity of the product and its successful operation time meet the requirements of the tenderer.

(3) Acquire an effective product test and appraisal report issued by an international authoritative organization or a national authorized and authorized product inspection and testing institution, and the report conclusion data meet the requirements of the technical specifications for the bid.

(4) Acquire the valid certification required by the tenderer and the annual inspection record.

(5) Acquire effective production licenses as stipulated by national laws, regulations, departmental rules, and regulatory standards.

(6) It should have good financial status and commercial credit.

(7) Outsourced raw materials, supporting components, externally commissioned components, and imported bulk components shall meet the requirements of this tender technical specification. At the same time, the bidder shall have the necessary inspection methods and capabilities for acceptance inspection of the above-mentioned materials, components and components, or be provided by suppliers of materials, components and components.

(8) The same type of goods provided have not been involved in accidents due to the goods; or there have been accidents, but effective rectification measures have been taken and remedial measures have been taken and verified by the State Grid Corporation of China.

(9) During the implementation of the domestic cargo supply contract, no batch returns were made due to serious quality problems (the return volume accounted for 10% or more of the contract amount) or seriously affected the construction; or other major problems occurred, but they have been effective. The rectification measures and remedial measures were verified by the State Grid Corporation of China.

(10) During the implementation of the domestic cargo supply contract, no delay in the delivery of the goods or bidder's drawings has seriously affected the construction and project progress; or other major problems have occurred, but effective rectification measures and remedial measures have been taken. , and verified by the State Grid Corporation of China.

(11) In the process of bidding for domestic goods, fulfillment of supply contracts, after-sales service, and product operation, there was no complaint from the State Grid Corporation or its subordinate units regarding the quality or compliance services.

(12) Bidders may not have one of the following circumstances:

1) An affiliate (unit) who does not have independent legal personality as the bidder;

2) Providing design or consulting for the corresponding pre-package, except for the general contracting of the design and construction project;

3) To provide tender agency services for this (applicable) tender;

4) The legal representative or person in charge of the unit is the same person or a different unit that has a controlling or management relationship and participates in the same package of goods;

5) For the project that accepts the agent's bid, a manufacturer entrusts two or more agents to participate in the bidding;

6) was ordered to suspend business;

7) being suspended or canceled;

8) Property was taken over or frozen;

9) In the most recent three years, there have been failures to implement full-scale implementation of fraudulent bid winning or serious breach of contract or major product quality responsibility retrospective measures;

(13) Products that require 3C certification obtain a valid 3C certification.

(14) According to the “Notice of Inquiries about the Comprehensive Filing of Bribery Files during Bidding and Bidding Activities” in the No. 3 Document of the China Association for Highest Exposition (2015), the bidders themselves apply for inquiring about the bribery of the unit at the place of domicile of the unit or the people’s procuratorate of the location of the tender project. Criminal records, and provide a valid letter of inquiry for bribery files issued by the People's Procuratorate when they bid (which are bound in the original and copy of the bid documents, respectively). If no valid search results are provided or if there are records of bribery crimes within three years from the date of issuing the inquiry letter, the bid documents will be rejected for bid processing.

3.2 The bidders and their bid products must meet the requirements for the special qualifications of the corresponding tendered goods. 3.3 The Commonwealth does not accept bids from the Commonwealth.

4. Acquisition of tender documents
