The European Commission reviewed Regulation No. 244/2009 on technological progress and decided to postpone the implementation date of the sixth phase of the Regulation by two years until September 1, 2018. An international consumer survey commissioned by leading manufacturer Landevence not long ago showed that consumers lacked an understanding of halogen lamps that would be banned. 64% of UK consumers are not aware that since September 2018, popular halogen bulbs can no longer be used anywhere in the EU. If the consumer has heard the ban but does not know the consequences, then the figure will be 10% higher. Nearly four-fifths (79%) of those who do not know the ban belong to the 50-60 age group. More than half of the respondents (54%) have not heard of the next phase of the ban, and they think their understanding of the lighting system is good or at least adequate. In contrast, the 18- to 39-year-old age group and the high-income and high-education populations are generally more aware. The survey also showed that in many people's purchase lists, it also clearly contains old technology that is outdated. For example, 27% of Germans still list “traditional light bulbs†in their shopping list, and they don’t seem to realize it at all. In addition to the goods in stock and special-purpose light source products, the EU's lock-up order has been in effect since September 2009, and the store no longer sells any conventional light source products. Another surprising thing is that the demand for halogen lamps is still very strong.
