3, bidder qualification requirements
3.1 The bid requires the bidder to have:
(1) Independent legal person qualifications;
(2) A corporate entity that has qualifications for water conservancy and hydropower projects with a total contracting grade of at least grade (including grade);
(3) Having undertaken similar projects in the past five years;
(4) Good financial status and business reputation;
(5) The credit file has been filed with the Jilin Provincial Department of Water Resources and has the ability to perform the construction of the project in terms of personnel, equipment, and funds.
3.2 The Commonwealth does not accept bids from the Consortium.
