Ren Shimao: UHV transforms energy development

In early February, Ren Shimao, deputy secretary of the party group and deputy director of the Standing Committee of the People's Congress of Hubei Province, led a representative of the National People's Congress in Hubei Province and visited and inspected the 1000-kilovolt UHV Jingmen substation. Reporter: Please talk about the importance of UHV construction to Hubei's economic and social development.

Ren Shimao: Attention to electricity is a concern for people's livelihood, and the development of electricity is the development of the economy. The development of UHV power grids is an energy guarantee for Hubei's economic scientific development and leap-forward development. The construction of UHV power grids is an inevitable choice for transforming the mode of energy development. The UHV power grid has the characteristics of large transmission capacity, long distance, low energy consumption, land occupation, and good economic performance. It is an important means for configuring energy resources on a large scale. It can improve the environment, reduce costs, reduce transport capacity, and save resources. I think we must understand the importance of speeding up the construction of Hubei UHV grid to promote the rise of central China from the perspective of national strategy.

From the perspective of energy supply, fossil energy in Hubei is seriously deficient. With coal shortage, less oil, and lack of gas, 98% of coal for power generation needs to be purchased from outside, resulting in extremely tight transport capacity. Although the hydropower resources are abundant, the basic development is completed. The power of the large-scale hydropower plants such as the Three Gorges is uniformly distributed by the state, and is sent to other provinces in large quantities. The remaining Three Gorges electricity reserves only 15% of Hubei Province. At present, the domestic coal supply is tight, and the cost of thermal coal is increasing year by year, making it unbearable for power generation companies. Therefore, we must actively adopt new energy transmission methods to build UHV and other large-capacity energy transmission channels to provide electricity support for the economic development of Hubei.

From the perspective of energy demand, Hubei is currently in the midst of industrialization. The rigid growth in energy demand will continue for some time to come. During the "12th Five-Year Plan" period, Hubei Provincial Party Committee and Provincial Government fully implemented the overall strategy of "two laps and one area", focusing on promoting the leap-forward development of the province's economy and society. The contradiction between the demand for economic development and the constraint of energy resources has become increasingly prominent. It is estimated that by 2015, the electricity consumption of the whole society will reach 210 billion kWh, and the largest power shortage in Hubei will be 4 to 10 million kilowatts. Ensuring energy supply and safe and stable operation of the power grid is an important task in economic operation. Accelerating the construction of Hubei UHV power grids and enhancing Hubei’s ability to accept external power are the only way to guarantee the long-term reliable supply of Hubei power.

Reporter: In what areas will Hubei support the construction of UHV power grids?

Ren Shimao: At present, the development of the “12th Five-Year” UHV power grid in Hubei Province has been included in the “Twelfth Five-Year Plan” of Hubei Province and the Hubei Provincial Energy Development Strategic Plan (2008-2020). The overall goal is to strive to “twelve At the end, two UHV cross points were formed in Jingmen and Wuhan to realize the UHV development pattern of “extending Jianwu Jian, Lianshanshanlian, Shuangshi formation, and Sanhua”, which enabled Hubei Power Grid to download 10 million kilowatts from UHV. The UHV settled in Jingmen was the country’s trust in Hubei and was also a result of the full consideration of the status quo of Hubei’s resources. In 2006, at the ground-breaking ceremony of the 1,000-kilovolt Jindongnan-Nanyang-Jingmen UHV AC pilot demonstration project Jingmen Substation, I once said that we must “hold all the mountains and rivers and do everything possible for the people of Hubei” and fully support the national grid. It is not easy for the UHV to settle in Hubei. Hubei must cherish it and take advantage of the opportunity. On the one hand, we must implement the Hubei Province's development plan for energy construction and power grid construction. On the other hand, we must make good use of the "Regulations on the Construction and Protection of Electric Power Facilities in Hubei Province", actively create a good external environment, provide quality services, and accelerate the grid according to law. Reporter: What are your expectations for the development of UHV projects in Hubei?

Ren Shimao: On the one hand, we must speed up the work related to the UHV AC grid construction. In 2010, Hubei Province and Inner Mongolia Autonomous Region jointly signed a strategic cooperation agreement on economic and social development. The agreement is clear: Starting from 2010, the power transmission from Inner Mongolia to Hubei will increase year by year. After the conditions of the transmission line capacity from Inner Mongolia to Hubei are met, it is hoped that by 2012, Hubei Province will receive 5 billion kilowatt-hours of electricity in Inner Mongolia and reach 20 billion by 2015 Kilowatt hours. At present, there is no direct grid connection between Hubei and Inner Mongolia. To ensure that the cooperation agreement is implemented and the UHV channel is established as soon as possible, it is an inevitable choice to enable Inner Mongolia’s electric power resources to be directly transported to the Hubei load center.

On the other hand, Hubei is speeding up the convergence of backbone grids and UHV grids in the province and promoting the coordinated development of grids at all levels. According to the growth of electricity load and the adjustment of power grid structure, rolling optimization of grid construction timing and optimizing grid layout will enable Hubei to have a better balance between power supply and demand and optimal power allocation. This time, I visited the 1000 kV UHV Jingmen substation with representatives of some NPC members in Hubei.
