The projects of Yanglou and Xiaotang Public Security Checkpoints on the Beijing-Hong Kong-Macao Expressway and the Baocheng Public Security Checkpoint on the Yifeng Expressway have been approved by the Hunan Provincial Department of Transportation and Communications under the document No. 23 of Xiangjiao [2017]. The project owner is the Hunan Expressway. Traffic police station. The construction funds come from the infrastructure investment in the provincial budget. The project has already met the conditions for bidding. The public bidding for the construction of the Beijing-Hong Kong-Macao expressway Yanglou Division, the Xiaotang Public Security Checkpoint and the Yifeng Expressway Baocheng Public Security Checkpoint is now open. Specially interested bidders are invited to bid.

2. Project Overview and Bidding Scope
The scope of this tender is for the construction of the Yanglou Division, the Xiaotang Public Security Checkpoint and the Yifeng Expressway Baocheng Public Security Checkpoint of the Beijing-Hong Kong-Macao Expressway, which are divided into 1 bid section. The main project content is the newly-built Yanglou, Xiaotang and Baocheng public security checkpoints, including the main housing construction project, installation project, decoration project and ancillary works (see the construction drawing design documents for details), and its category and qualification requirements. , performance requirements, etc., see attached table.

The project is planned to have a total duration of 8 months, of which the construction period of the bidding project is 5 months. The defect liability period is 2 years, and the warranty period is in accordance with the “Quality Warranty Measures for Housing Construction Projects” issued by the Ministry of Construction of the People's Republic of China on the 80th.
3. Bidder qualification requirements
3.1 The tender requires the bidder to have an independent legal person qualification, hold a valid business license, work safety license, and the corresponding qualifications issued by the provincial or above construction administrative department, and have the requirements for the qualification examination requirements required by Annex 1.
3.2 This bid does not accept the Consortium bid application.
3.3 The bidding project category contains only one bid section. The bidder can only obtain one chance to purchase the bidding documents.
3.4 The person in charge of the unit is the same person or a different unit that has a controlling or managerial relationship, or a parent or child company with direct management and managed relationship, or a subsidiary company (sub) company of the same parent company[1] (ie, a stakeholder company) The bidders of all interest-related enterprises may not submit bid applications for the same bid section at the same time.
3.5 The Tenderee does not accept the bidder who has one of the situations in Item 1.4.3 of the “Bidder Instructions for Bidding for Highway Engineering Standards Construction Bidding” (2009 Edition) or is rated as the D grade by the Hunan Provincial Department of Transportation for the most recent year. For two consecutive years (the most recent second year and the most recent first year), bidders who have been rated as Grade C and have been rated as Grade B and below for three consecutive years (the most recent third year to the most recent first year) have been registered.
3.6 Legal persons, other organizations or individuals that have a stake in the tendering party and may affect the fairness of the tender, shall not participate in the tender.
4. Evaluation method
This tender adopts a reasonable and low-price method to evaluate bids. For details, please refer to Appendix 2 Evaluation Methods.
5. Acquisition of tender documents
5.1 Bidders are required to do so from 9:00 to 12:00, and from 15:00 to 17:00 (Beijing time, the same below) from February 14 to February 20, 2017 (excluding holidays, statutory public holidays).
